Head Cyberneticist

Dr. Ritsuko Akagi
Having left her position as head of Cybernetic Systems for the UN's NERV division for personal reasons Dr. Akagi she has been suspected of being the notorious "Zip Throat" whose allegations lead to the removal and arrest of NERV director Dr. Ikari. We would remind you no firm evidence of these allegations exist and we will regard any repeat of these allegations as pure slander and take appropriate action to a safeguard her reputation.. NERV's loss was our gain as Dr. Akagi not only keeps the Institute's computer systems running but has been invaluable in handling the various computer and AI technology the Institute has acquired and confiscated as a result of our operations. She recently completed reprograming of the Sailor Mercury computer so it will function for
Gold Team Deputy Bianca who has found its compact design and scanning capabilities a boon to field operations. Dr. Akagi has also recently completed the AI reprogramming on the so called Saber Dolls and Saber Marionettes which she expects to be an excellent addition to our security mecha and possibly even to Gold Team should they been chosen to be deployed in field operations. Her long time assistant Maya, who has been with her since her NERV days, has been a great help in testing the Saber Units tracking and capture capabilities and has volunteered (with Dr. Akagi's permission) to assist other departments in their testing procedures which have intrigued them both since their arrival Dr. Akagi's introduction to the Institute was somewhat unusual as she had accepted an invitation to tour the Institute and consider an employment offer on the same day as our first automatic Rover discharge. Despite the incident which followed Dr. Akagi did not bear a grudge, Quite the opposite in fact. It seems to have been a most serendipitous event as it convinced her to accept our offer and see what we came up with next.

Ms. Ibuki has been
Dr. Akagi's assistant since their days working together on the NERV project. Resigning her position at the same time as her superior she chose to follow Dr. Akagi to the Institute and continues to serve as her deputy. An able and efficient programmer she is consistently praised by her hard to please boss and the pair continue to enjoy an excellent working relationship.

Mr. Jervis Tetch
While he left Gotham Tech under something of a cloud we at the Chainsman Institute are firmly committed to giving second chances. It's the very basis of our treatment programs and Mr. Tetch is far from the only Staff member to have had legal difficulties. Even
our founder has had his brushes with the law so has never been an issue for us and he has been a pleasure to work with. We have found Mr Tetch's inventions a boon to our treatment programs While numerous "mind control" devices exist we have no interest in erasing our patient's personalities and implanting a new one programmed to be obedient. We feel very strongly that our job is to rehabilitate the patients we have, not to erase them and create the ones we would like. Which made Mr Tetch's techniques both attractive and useful to us.

The Tetch Control Collar

By contrast to the traditional approach of overwriting the existing neural pathways to implant commands in the mind Mr. Tetch's invention effect on the brain is to override the patients' control of their voluntary movements yet leave the mind itself unaffected. Thus we control their bodies rather than their minds via the Tetch Control Collar. There are two varieties of the Control Collar (originally the device was designed and worn as a hat but there was too much risk of dislodging it so it was redesigned as a lockable collar), the Field Unit and the Advanced. The field unit's sole function is to render the wearer incapable of voluntary movement. While it cannot make them obey orders it is far more durable and contains multiple redundant circuitry to ensure it can continue to function under harsh conditions. The Advanced does allow us to control the patient's movements but is normally used only in the Institute and under supervision as the added complexity makes this model more likely to malfunction. Not that this has happened but the possibility cannot be overlooked. This design is used primarily for work therapy among those patients with extreme ego problems. Having to perform menial labour and being unable to refuse to obey has a very salutary effect on those with overblown superiority complexes and Mr Tetch's invention has been a boon to our work therapy program. At the present time the Collars have only been used to make the patients perform simple routines such as
follow a preset route or continue a repetitive routine. Tests are currently being made to see if the Collars can compel patients to perform more complicated routines. Mr Tetch is currently working with Dr. Sleet both on improving the Neural Linkage hardware and in fieldtesting the latest variation on the Control Collar, the Infancy Inducing Collar. I can say little about this as it's still in the experimental phase but you might see the test subject later on in your tour.
