     While the Chainsman Institute was still in the planning stages it was
realised that although we possesed the technologies to handle mutant and
similarly empowered paranormal patients we were ill-equipped to restrain and
contain those with supernatural abilities and/or properties.  It being judged
wisest to deal with this deficency before beginning operations the Board began
a search for an expert in the study of magic to consult.  There being only one
expert in the field we set about contacting Doctor Catworth R. Sebastian.

     A student of magic rather than a practitioner Doctor
Sebastian has achieved remarkable success in translating
his academic knowledge into practical usage.  The Magic
Circles, Sealing Spells and other charms of his design
that we incorporated into the layout and structure of the
building have proven most effective in either diminishing
or completely neutralising the magical abilities of our
more supernaturally empowered patients.
     In addition to his magical studies Dr. Sebastian has
long been dedicated to the construction of restraints that
will ensure patients remain secured to recieve necessary
treatment yet not be harmed by the bindings should they
resist.  It was this dedication that lead him to follow his
medical research with the study of magic.  Prior to this
having witnessed the high levels of panic and anger of
patients both in hospitals and mental wards causing them
to harm themselves in their struggles to resist treatment
Dr. Sebastian returned to school to study both clothing
design and structural engineering.

     Graduating with honours he returned to the medical world to apply his new
restraint designs,  After some initial resistance these were found to be
suprisingly effective and institutions began to regularly commission him to
design restraints to fit their needs.
     An encounter with Mr. Chainsman at a conference of specialists in
restraint design lead to a lively discussion of the difficulties of containing
superhumans.  Since Mr. Chainsman was the leader in this specialised field
Dr. Sebastian wasn't suprised to hear difficult as it was it could usually be
managed.  However he was amazed to learn that hard as it was to restrain
superhumans those problems were dwarfed by the difficulties in containing
supernaturally empowered people and entities.  It was so difficult that as a
rule Mr. Chainsman avoided such cases because inevitable failure was almost
certainly guaranteed.
     Realized that there was an unexplored field that needed more than canvas
and leather restraints Dr. Sebastian began studying a new field, Magic!
After intense study Dr. Sebastian learned to create the magical Charms, Seals
Circles and other geometric shapes that could be charged with magical energies
to both contain supernatural entities and reduce or neutralise the magical
abilities of human magic users.  Quickly recognised as the expert in this
admittedly specialised field he was the inevitable choice for Mr. Chainsman to
consult during the founding of the Institute.
     During his magical studies and tests Dr. Sebastian also continued his
more mundane design work and learned that rubber was even better than leather
for restraining patients.  It had less risk to the patient's health if applied
properly.  So he began the experiments in rubber restraint he has become
famous (or infamous) for continuing here at the Institute after he was offered
a permanent position.

     While initially consulted as an independant  
contractor it was soon realised that his assistance
would be invaluable in advising us on the best
techniques for acquisition of supernatural patients,
on storage techniques for the safe containment of
the magical artifacts the Institute was acquiring
along the supernatural involuntary committal
patients and in selecting of therapeutic treatment
techniques to which patients of this variety would
be most likely to respond.  The Board unanimously
decided to create a new post, Staff Metaphysician
and offer it to him.  He accepted conditional on
his longtime associate Erica being hired as his
assistant.  The Board accepted his terms and Doctor
Sebastian (and Erica) joined the Institute.
     During his time with us Doctor Sebastian has
proven to be a true asset. While he depreciating
refers to himself as a "magical technician" as he
cannot create new magical artifacts but only retool
existing ones this has been proven to be more than
sufficent for our purposes.  His success in
developing the means to reprogram Sailor Senshi
Wands enabled our Acquisition Team  to easily
achieve a committal that had been assumed would
involve major risk to our personnel.  It also added
a new Humane Capture device to our arsenal.  Dr.
ARNie credits him with conceiving the inspiration
for Beta Latex and assisting greatly with its
development despite it being outside his field.



     Within his field he has had one success after another in dealing with
arcane artifacts.  In a recent incident his knowledge of these enabled our
Acquisition Team to overcome unexpected trouble during a pure research
junket that was not supposed to encounter potential patients.
     We are fortunate to have him on staff and look forward to many fruitful
years of working with him.
