The Lockheart Incident!


     The Lockheart Incident was the most successful intrusion attempt in the
Institute's history.  It was also almost the first successful patient rescue/
abduction attempt in our history.  Had it not been for the newly installed
Rover Perimeter Project there is no reason to think it would not have
succeeded.
     The perpetrator was one Tifa Lockheart and she came far too close to
removing Ms. Aeris Gainsborough from our care.  Ms. Gainsborough had been
remanded to our custody by Shinra, Inc.  They had apprehended her in the
act of committing major industrial sabotage and would have had her jailed had
she not continually claimed she was serving the will of Mother Earth.
Suspecting her of being delusional and having had prior dealings with us the
Shinra Security forces turned her over to us for assessment.  Observation and
interviews confirmed that it was not an act, she truly believed herself to
be the servant of an Earth Goddess who had ordered her to destroy Shinra.
     Being a magic user she was committed to Grimbor Ward.  No extensive
restraint precautions were necessary as she had exhausted her power supply.
Doctor Sebastian confirmed that being of the Materia Pandect school she needed
to renew her energy reserves which had been drained during her capture by
Shinra's special forces unit.  Confined within the Institute there was no risk
of regaining her powers as our anti magic precautions prevented linking to a
Materia source.  While this diagnosis proved correct we did not take seriously
her claims that her friends would rescue her.  We erred in assuming our
defenses would quickly take care of them if they made the attempt.
     We had assumed teleporting intruders were not a serious concern as the
jamming field prevented anyone materializing within the Institute.  We had
neglected to consider the possibility of a teleporter aiming for a point just
outside of the building.  Ms Lockheart had discovered this flaw in our
security and utilized it most effectively.  Materializing just beyond the
jammers influence she gained access by blasting her way into the building and
made her way to the "Power Sphere" complex that supplies the Institute's
energy needs.  A member of the terrorist group AVALANCHE which specialises
in industrial sabotage she had no trouble in shutting down the Power Sphere
after disabling the maintenance staff on duty.  Fortunately there were no
casualties among them or the security guards on duty but they all required
time in the infirmary.  Even more fortunate Power Spheres cannot be made to
explode or meltdown as Ms. Lockheart has destroyed several fusion plants
during her terrorist activities.
     With the main power out the emergency power was primarily diverted into
maintaining the containment systems.  The poor lighting conditions and the
chaos at Security Central enabled her to bypass the Spyders (awaiting orders
to apprehend her which never came) and the Security checkpoints.  There were
staff who spotted and challenged her.  Again all of them recovered eventually.
      She succeeded in locating Ms. Gainsborough but was well aware that the
trail of battered staff members were bound to tip off Security soon.  With her
own power reserves low and Ms. Gainsborough's nonexistent, Ms. Lockheart chose
to use her remaining Materia to teleport both of them out of the Institute
rather than fight their way out.  Had she possessed enough energy to take them
beyond the Institute's perimeter there is no reason to think their escape
would not have succeeded.  However they rematerialised on the edge of our
grounds and triggered the perimeter sensors.  These were operating on battery
power, a security feature to ensure intruders could not take advantage should
the Power Sphere ever need to be shut down for maintenance.  The sensors sent
an alert to the nearest Vat and two Rovers were immediately dispatched.

Restart procedures at the Power Sphere took five hours even with Mr. Chainsman (the original source of the technology) directing repairs but thanks to the efforts of the Medical and Support Staff the patients remained under control during this period. Ms. Gainsborough was returned to her room and resumed her therapeutic regime. Ms. Lockheart was committed as an involuntary patient. Given her extreme hostility and the fact that the Therapists were overworked in the wake of the incident outside assistance from our long time colleague, Dr Catherine Daine of the Daine Institute, was sought. Consulted on the best initial treatment for Ms. Lockheart she advised using a wetpack restraint. This advice was followed and succeeded in calming the patient and making her relatively more cooperative in the short term. However it wasn't long before her increasingly violent behaviour (fueled primarily by her paranoid fantasies about what was happening to Ms. Gainsborough, her own restraint and the loss of her hair as head shaving is a requirement for a wetpack) earned her a transfer to the Isolation Ward. With the damage she had inflicted repaired our therapists had the time to begin a comprehensive program of assisting her in overcoming her hatred of authority figures and her violent tendencies but rehabilitation proceeded either very slowly or not at all. Dr. Frost has hopes that the new Age Regression Therapy hold the key and has arranged for Ms. Lockheart's transfer to the program. Time will tell how successful she is in this program. Of course our security procedures have been overhauled to prevent a repeat of this incident but the details have been classified so I can say no more about our precautions.
