Special Address to the Institute's
Board of Directors by Chairman G.T. Chainsman
As you all know we recently voted that the Chainsman Institute would
initate the proposed Open Horizons policy and begin exchange programs with
other Psychiatric Institutions. However as you also know due to our somewhat
specialized nature and the fact that while effective our methods are still
considered contraversial among mental health professionals no other North
American Institutions were interested. Even the Daine Institute turned us
down despite our past co-operation though in that case they didn't object to
our methodology. They're just content to continuing using their own time
tested unique therapies and methods and have no interest in learning ours or
sharing their own.
What is less generally known is that we extended the invitation globally
and found an institution interested in our Open Horizons Exchange Program in
Southern France. "La Clinique La Conciergerie. Centre de reeducation
comportementale specialise en pathologie metahumaine et paranormale feminine"
or, as we would render it, "The Conciergerie Clinic : Female Metahuman and
Paranormal Pathology Behavioral Rehabilitation Center" was founded by and is
still directed by Professor Simon Wright to study and heal a specialised
variety of patient. So as you have all conjectured it has much in common with
our own institution.
Professor Wright's name may be familiar to some of you as he received
his share of media attention while a member of the crew of "The Comet" under
the command of the justly famed Captain Curtis Newton. Sadly despite their
many successes government budget cuts eventually grounded "The Comet". After
the ship was decommissioned Captain Newton took early retirement and married
Professor Wright's colleague, Joan Randall. That signalled the real end as
the crew finally drifted apart going their separate ways. Leaving Professor
Wright at something of a loose end.
For reasons that will soon become apparent Professor Wright has had a
long standing fascination with the human mind. He decided to rechannel his
intellect into the study of inner space which lead to some fascinating
discoveries in the field of "Flux Vitae". Known as Ki (or Chi) in Asia its
properties have been little explored outside of the Far East. However past
studies have tended to focus on its destructive potential though there have
been some devoted to its physical healing properties. The application of its
healing properties to mental health remained largely unexplored until
Professor Wright took an interest. I'll let him explain in a bit more detail
since he is waiting outside and knows far more about this field than I do..
To those of you who have not met him before I must caution you that
Professor Wright is physically challenged to a degree some find alarming. So
now that you're forwarned please avoid any outbursts when he is introduced.
Ladies and Gentlemen of the Board please welcome Professor Simon Wright
Thank you, Chairman Chainsman. It's a pleasure to be here. Please excuse
any linguistic errors I make as I am not addressing you in my native language.
As Mr. Chainsman mentioned I am head of the Conciergerie Clinic in
France's Provence Region. I founded the Clinic two years ago to practically
apply my theories on the healing powers of Flux Vitae to assist those women in
need of specialised help to regain their mental equilibrium. I should mention
at this point that as there are so many differnt names for Flux Vitae in many
cultures and as so many of its properties still remain undiscovered that in
our clinical usage we refer to it simply as "X"
My most successful independent project was the development of the XS
Machine which can stimulate, augment and synchronise the X-Biorythms of our
patients. I have found it remarkably effective in clinical trials which
brings me to our primary problem. As a research facility the Clinic suffers
from too many vacancies due to the limited availablity to the specialized
patients these trials and our other experimental therapies require. France,
and Europe generally, suffers from a, perhaps fortunate, lack of the well
known, flamboyant paranormals who seem to have overrun both North America and
Asia. Additionally while funding has never been a problem thanks to a our
innovative community outreach programs there simply aren't medical suppliers
who can provide us with some of the more esoteric materials our research
requires. Finally like your own institution we have encountered resistance
from the more traditionally minded medical establishment so we have toiled
away in realtive obscurity, largely unknown despite our methods effectiveness.
So I am delighted for the chance to partner with an organization as
globally recognised and infamous as the Chainsman Institute. This will be a
venture of true mutual advantage. You will gain from learning and adding my
techniques to your therapeutic repertoire and we will gain from access to your
resources, technical assistance and a wider range of patients that we could
ever hope to encounter alone. I have some theories about a substance I call
X-Latex that I now hope to be able to develop but that is a project for the
future.
Before I turn the podium back over to Mr. Chainsman I would like to
introduce my executive assistant, Lady.
My other chief associate Ms. Honey Kisaragi is supervising la Clinque ...
excuse me, the Clinic, in my absence and so unable to be introduced to you at
this time.

To facilitate this pilot program's ease of operations we have used
portal technology to establish a subspace link between our two Institutions.
So while located on different continents travelling between them is as simple
as walking through a door. Which is not to say we haven't taken all security
precautions. Any unauthorised persons on either side of the portal who
attempts to use it will receive an unpleasant surprise.
To inaugarate the Open Horizons program we will be transferring recent
admittal Ms. Tandy Bowen (colloquially known as Dagger) to Professor Wright's
care to evaluate how effective his methods are with depression cases. Ms.
Bowen has been suffering severe depression since her abandonment by her long
time partner Tyrone Johnson. Ms. Bowen will be taken to the Clinic by Agent
Cammy White of Gold Team immediately.
End Historical Record
That was the scene in December of 2001 when we initiated our exchange
program with "La Clinique La Conciergerie" for an 18 month trial period. At
the end of which in June 2003 it was decided that while the exchange program
had yielded much fascinating collaborative data and a valuable technological
exchange for both instituitions certain fundamental differences in our basic
approaches to patient care seemed impossible to overcome without a radical
change on either our behalf or theirs. Since neither institution was about to
abandon our core philosophy it was decided that it would be best for both of
us to come to a parting of the ways. So with a lot of regret on both sides of
the spacial gateway the link between our institutions was severed and we each
continued on alone in our countries with our own unique therapeutic programs.
It's unfortunate but sometimes there are irreconcilible differences
despite the best efforts of both parties.
